Open Internet Network Management
Sparklight® is a dba ("doing business as") alias of Cable One, Inc. (NYSE:CABO). The Federal Communications Commission ("FCC") requires that we provide the following information regarding our mass market retail broadband Internet access services, including any network management practices, performance characteristics, and commercial terms. This disclosure is intended to help consumers make informed choices and should be read along with Sparklight's Acceptable Use Policy (AUP) and Terms of Service (ToS).
This statement relates only to the portion of our network devoted to mass market retail broadband Internet access. Other portions may provide TV, phone, or specialized services, each with its own terms. For more information, visit www.sparklight.com.

Network Management
Bandwidth and network resources are limited and shared among users. Sparklight may engage in "reasonable network management practices" to handle congestion or excessive usage. Tools include detecting malicious traffic, limiting sessions, regulating bandwidth, port blocking, spam filtering, and other methods.
Network management practices are content-neutral, designed to affect all similarly situated customers equally.
Usage Limits
Sparklight maintains an "excessive use" policy addressing total account usage in a month. See the AUP for details.
Application Specific Behavior
Sparklight does not discriminate against lawful content, applications, services, or devices, provided they do not harm the network. Certain ports (135–139, 448) and SMTP 25 are restricted for security. Third-party providers may manage their own network practices.
Device Attachment Rules
Customers must use approved modems compatible with Sparklight's network (DOCSIS 3.1 or higher recommended). Approved models are listed here or via customer service at 877-692-2253.
Security
Sparklight employs security measures to protect customers and the network, including prevention of Denial of Service attacks, spam, and identity theft. More info: Antivirus Information.
General Spam Filtering
Inbound email filtering is managed via Gmail. Google blocks email exceeding spam thresholds. More info: Spam Info.
Service Description
Sparklight offers multiple broadband Internet packages for residential and commercial use. Actual speeds may vary based on network usage, equipment, latency, content providers, and Internet segments outside Sparklight’s control. Details: 877-692-2253.

Impact of Specialized Services
The FCC's "open Internet" rules distinguish between our mass market retail broadband Internet access services and "specialized services" that share capacity with our broadband Internet access service over our last-mile facilities. Examples of such "specialized services" may include Sparklight's voice over IP phone ("VoIP") service which shares bandwidth with our Internet access service and because of its nature sometimes receives network priority. Because of this, it is possible that increased use of our phone service may temporarily impact our broadband Internet access service at particular times. Sparklight routinely monitors how all its services use bandwidth to minimize any impact on our broadband Internet access service.

As noted above, Sparklight offers multiple tiers of broadband Internet access service. The pricing and other commercial terms of our broadband Internet access services are subject to change and the information provided in this disclosure statement is not intended to supersede or modify any of the terms and conditions of service as applicable to a particular customer.
Privacy Policies
Your privacy is very important to us. Personal information you provide to Sparklight is governed by Sparklight's Privacy Policy, which is posted on Sparklight's website at www.sparklight.com and is subject to change from time to time. Personal information provided by you to Sparklight is used primarily to provide a customized experience as you use our services, and is generally not shared with third parties. Sparklight reserves the right, as required or permitted by law, to provide account and user information, including email, to third parties and to cooperate with law enforcement authorities in the investigation of any criminal or civil matter. Such cooperation may include, but is not limited to, monitoring of Sparklight's network consistent with applicable law.
